My sister currently finished first year health related course in Canada.Second year course start on may 2024.My question is can I apply for spousal and dependent visa for her husband and children?

In the weeks ahead, open work permits will only be available to spouses of international students in master’s and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.

Chances are low unless doing a masters/PhD. If applying make sure they meet the proof of funds for 4 people for a student on a study permit. If children are school age then apply for study permits.
