Hello everyone! I need some advice.

I'm currently in Toronto (TRV V-1 Multiple Entry 5 years), and I've been thinking about studying in Seneca for the Winter 2013 term. Can I apply for an initial study permit in the Los Angeles consulate? I have a B1/B2 Multiple Entry Visa from the US too, so it won't be a problem.
