As per requirements of current immigration programme, it is clear that Canadian GOV. wants technical workers like Metal fabricators, Drivers, Mechanics and skilled trades to be graduates, fluent in english and lots of money in pocket to become PR.

is it so?
 
I think you answered your own question. Canada wants immigrants who can take care of themselves and not overburden their assistance programs upon approval. To do this, typically one needs to be skilled/educated, speak English and yes, have some means of funds to support themselves until they can land a job.

I am not sure where you come from or what situation you are in but the point is it was your interest in applying for a PR. If you want to apply then you have to satisfy the minimum requirement set by the Immigration. They can't make rules tailored to an individual.

FYI Canada never mentioned that they only need Metal fabricators, Drivers, Mechanics and skilled trades in their Immigration. These trades groups might be given more importance because they might be in demand.
