Current employer (from 3 yrs) not provoding any Experience Letter

I found this site today and seems someone here can help me.

I have applied under NOC 0213, I have all the required experience in total 7 years. Currently I'm working in **** from Last 3 years.
Employer declined to give me any reference letter explaining my duties... and told that, they can give that only if someone resigns/is relieved :)

I plan to send my few recent payslips, offer and promotion letter. what else i can send to prove what I'm applying for ?

Someone told me that I can send a letter signed by my colleague on plain paper, with his visiting card. Is it true?

Any inputs will help.

Can you not request your immediate Superior to give this letter ???

You can tell IT is just a letter of reference for Whomsoever it may concern :)

Dear Harinder,

Here is what you do:
- if you can get a 'good Reference Letter' on a plain paper, TAKE IT.
- try putting the company stamp on it
- enclose the following with this letter:
(your business card, business card of the person signing the Reference Letter, any other person's business card who is senior to this person & CAN SPEAK ABOUT YOU when enquiry is made; Notarized copies of other proofs like Appointment Letter, confirmation/promotion/commendation/appreciation/salary-slips etc.
Send a blank Letter-Head with permission from your office but do write on it that it is being sent with permission from your office for reference purposes. If your office doesn't allow, forget it
But DO NOT FORGET to write a good explanation letter on why the Reference Letter is being sent on a plain paper.
