Current country of residence

I'm studying in London. Before I come to Canada, I have to drop out of my current university. That means I have to interrupt my studying in London.
What should 'TO' date be? Should it be the date that I fill up this IMM1924 form or the specified date of curriculum plan?

There is a question 9 in IMM 1294, If I am not a citizen of country where I am applying the study permit, I must send a copy of my legal status in the country I live in when I submit.
Does it mean the student status letter?
Where,how and when can I submit this legal status document? Where can I attach it with this application?

Yes, it means your visa on passport. Make a copy and upload under passport section (online) or attach with your paper based application.
