Cuba requires all foreign nationals, including refugees, to have a valid visa in order to enter the country. If you have a refugee travel document, you will need to obtain a Cuban visa before you can travel to Cuba.
To obtain a Cuban visa, you will need to apply at a Cuban embassy or consulate. You will need to provide the following documents:

• A completed visa application form
• A passport-style photograph
• Your refugee travel document
• A copy of your itinerary or proof of accommodation in Cuba
• A letter of invitation from a Cuban organization, if applicable

Depending on the country where you are applying, you may also be required to provide additional documents. It is advisable to check with the Cuban embassy or consulate in your country for the most up-to-date information on the requirements for obtaining a Cuban visa.
Once you have all of the required documents, you can submit your visa application to the Cuban embassy or consulate. The processing time for a Cuban visa can vary, so it is important to apply well in advance of your intended travel date.


This is prob old info and when i appled in 2019 i needed a travel card with my PR and Travel Doc but i needed a PR so without PR i have no idea call them good luck

I visited Cuba 3 months ago. I was able to board to the plane using just my RTD in Toronto. At Juan Gualberto Gomez International Airport passport control, the officer asked for my Canadian PR after taking my RTD. I don't know if you need visa without PR

Hi there yes I’ve travelled to Cuba with Rtd no Pr. I emailed to consulate they told me that I need a tourist card to travel to Cuba but I can get it on the airplane. But at Pearson airport, an employee doesn't want to allow me to onboard but I explain everything and they make some calls and allow me to get on the plane. So my tour agency Sunwing gave everyone a paper to fill out during our flight.
I gave that document to the officer in Cuba and I was allowed to visit the country without any issue.

Yeah you only need to fill out the tourist card during your flight and it is included in your tour by Sunwing. Once we went through the check-in process at the Sunwing counter, the employee claimed that we had a Pr to onboard. They are not familiar with RTD I guess. You just be straight and tell Sunwing employees that you know people fly with Rtd without Pr. Also, tell them if they don't allow you to fly, they and the company will face legal consequences. I hope you can go through the process easily. The vacation is really nice, relaxing and fun. If you have any questions let me know.

RTD was enough, no PR was asked. I flew with Air Canada. Always prefer companies that accepts RTDs such as Air Canada, Westjet or American Airlines for other destinations. Companies like Sunwing don't recognize or don't know what RTD is. Air Canada is aware what is RTD and they treat is like Canadian passport.

Thank you so much for answering. Maybe Sunwing will be problem for me next month on boarding time but i think we can fix it because i never heard anything about refused boarding the plane and cancelled ticket.

You should buy direct ticket to country where you want to go.

Were you able to come back in Canada without problems? Share this info cause you only shared about going to Cuba
