I have Refugee Travel Document but didn’t have my PR yet. Do I need to get visa to travel Cuba and how to get visa if needed ? Thank you

This is prob old info and when i appled in 2019 i needed a travel card with my PR and Travel Doc but i needed a PR so without PR i have no idea call them good luck
