I was wondering is there a reason that Quebec wouldn't issue a CSQ the case of a spousal sponsorship? I am sponsoring my husband, but he doesn't know much English and no French at all...

Also, how long does it take for Quebec to issue a CSQ?

For outland sponsorship, MICC's interest is primarily financial. They have different income-support standards than does the Federal government, but those generally don't apply to spouse-only applications.

In the event that the prior spouse was divorced, Québec also investigates whether the sponsor is in default of child support or alimony payments. I do not believe that CIC does this for rest-of-Canada applicants.

For my application, my sponsor and I filed for our CSQ on 9 February of this year. It was issued on 19 February, and we received the letter in the mail a few days after that. MICC's official forms are of course French-only, and generic English-language translations (without personal information filled in) were provided as a "courtesy."

If you were wondering, the MIDI doesn't examinate language skills for family sponsorship. They do have french requirement for other imigration categories.

And my husband and daughter aren't accompanying with me.
So when can I apply for them?
After landing or after get pr card?

I can't get a new topic and don't know why.

If your husband and daughter were included as non-accompanying relatives on your original application, then you are eligible to begin the sponsorship process once you land as a permanent resident. However, sponsoring a dependent child does carry income requirements to be issued the CSQ, and the wording of the Québec sponsorship guide suggests that the province cares about the past 12-months' income from Canadian sources. (Presumably, some exception for internationally-sourced income is possible, but this may result in further paperwork.)

If your husband and daughter were not included on your application (and thus did not have medical/criminal checks), then you are forever ineligible to sponsor them for permanent residence.

Thanks for your reply.
They are on my PR paper, as non-accompanying family members.
Is that means I can't apply for my husband unless I have income in Canada at least 12 months ?
if I have no income for internationally-sourced during last 12months before landing .
What would happen ?

CIC most definitely checks this as well and refuses those in default.

Oh, that's good to know. I remember the CSQ application having a separate box-and-approval-signature for information sharing for that purpose. I did not realize that CIC performed an equivalent Federal check.
