If someone applies for a CSQ from within Quebec, is that person in implied status until the CSQ comes through, or not?
 
Is this for someone who is applying for permanent residency through family class sponsorship? You don't apply for the CSQ until CIC acknowledges receipt of the application packet for sponsorship and PR, and the CSQ is part of the process of getting the sponsor approved. I don't believe the PR applicant has implied status at any point in that process. I've been looking at the CIC website, and this is their explanation of implied status:

Implied status

If a visitor, student or temporary worker applies to extend their status, prior to the expiry of that status, they may legally remain in Canada until a decision is made on the application. In this situation, the person has implied status.


I'm not able to find anything on a PR application ever granting implied status.
 
I've read a bit more here on the forum, and it appears that you have implied status once you get your PR AOR (permanent residency acknowledgement of receipt - the letter CIC sends to say they have received your application, and which gives you your UCI/client number). So yes, if you received AOR and are now requesting a CSQ from MICC, it appears that would grant you implied status.
 
I think that the answer to this is, no, you're not in implied status by getting a CSQ. As for the AOR, I'm sure that outland applicants aren't in implied status after they get their AOR. As for inland applicants, that's another kettle of fish and I don't know the answer there.
