Not only Lebanon, all Middle east countries including Turkey, Egypt.. etc ,they are treating nov, dec 2013 & Jan 2014 applicants. Many applicants who had applied Dec & Jan getting CSQ last weeks. so Just wait few weeks more. Definitely you will get CSQ very very soon.

My file opened in october 2014. It was sent on may 2014 first time, it was refused by MIDI because of a mistake from their side. It was sent again and accepted and opened file on october 2014. So correct that quota finished in August, but there is exceptions in special cases.

did you receive your CSQ or not yet? i am Lebanese too and i am still waiting for my CSQ as well, my file was opened march 2014.
