I tried to submit, but I got the msg like this
Only candidates who have a job offer validated by the Ministère or who are temporary residents of Québec and who are authorized to apply for a Quebec Selection Certificate may submit their application at any time.

The intake is not currently open. Only those with validated job offer and/or who already reside in Quebec can submit at any time. If you are not one of them, you have to wait until Immigration Quebec announces that the intake starts.
That being said, there was a glitch in the system that allowed submission of applications on April 1, but those will be returned to the applicants as it was not supposed to happen.
