CSQ Application under PEQ - For spouse

1. Does my spouse also have to show knowledge of French? Or did they backtrack on that decision.
2. Does my spouse already have to be in Quebec/Canada? Or he can be currently in a different country to qualify for the application?

1.For applications filed from January 1st, the "test des valeurs québécoises" is required as well as french proficiency proof.
2. Your spouse is not required to be present in QUEBEC for the time of application. Just to mention in the forms where he resides.
