CSQ and CIC order (confusing !!!)

It's very frustrating going through all the documents that have conflicting information.


----- CIC states that I need CSQ prior to application:

If you intend to live in the Province of Quebec and are not a refugee claimant or member of the protected persons or live-in caregivers classes, have you received your Certificat de Sélection du Québec (CSQ)?

Check the corresponding box
If you checked “Yes”, please indicate the CSQ number
If you checked “No”, indicate the date when you applied for your CSQ (if you have not yet applied, please do so before applying for permanent residence)
Note: If you are applying for refugee protection, check “no” for Question 7a and leave 7c blank.

----- MIDI states that I need prior approuval from CICI

You must enclose a copy of the letter you received from Citizenship and Immigration Canada confirming that your sponsorship application is admissible, otherwise your undertaking application will be returned to you.


What should I do ? I am at a deadlock.

yeah I scratched my head on that one too
Form IMM 0008 "Have you received your CSQ?" No
and in the end I left 7b and 7c blank.
from the way I understand CIC needs to advise me when to go ahead to apply for CSQ ... I need to receive a letter or e-mail from them and that hasn't happened yet ... since 7 months and counting.
In fact I made a post on that subject today and I'll try phoning the Quebec government on Monday.
I ain't no expert so I'm just putting in my 2 cents worth here

You have to receive the request from the CIC first as the letter of your sponsor approval is on the checklist. That question is on there in case you have ever applied for one before as you are issued your own dossier number on the CSQ. If you have not, put no. If it won't let you, I put the date I filled the form in question out and I had no problems if it makes you feel better, include a note explaining what you did.
