CSQ along with EE

I've been working in Quebec for the past few months. My current score for CSQ is above the cut-off. My employer has been working on validating the job offer. My EE score is not competitive right now. My EE profile will be competitive and the score will jump up once I complete 1 year in Quebec (as Canada Experience) and will have a new job outside of Quebec (proof for the intention to move out of Quebec)

My question is if I apply for CSQ right now and if I get an invitation to apply, can I still apply for EE as well? I read a lot about timings and issues with CSQ. So, I don't want to take a risk. However, I want to keep all the doors open.

If you are invited in the express entry system and you go further it will cancel your CSQ application.
You can't have both.

I'm perfectly fine with moving ahead in EE but I'm not fine waiting for CSQ and not applying to EE. So, my question is, can I still apply to EE though Quebec has invited me in Arrima and working on CSQ?
