Cruise to Alaska from Seattle - would parents with Indian passport need Visa

I am a US citizen, parents are Citizens of India with multiple entry visa to US.
We are planning to go on a family cruise to Alaska with parents - round trip from Seattle, WA.
Will my parents need a visa for Canada - even if they are not going to disembark in Vancouver - if the cruise has a stop in Vancouver?

I think yes since there is something about the ship moving into Canadian waters. Best to check with cruise line for this information.
