CRS tool 390. Chance of Ontario nominating?

Hello,
I am trying to apply for Federal Skilled Workers program. I would appreciate if someone can evaluate my profile and let me know if I should go ahead and apply for Express Entry. I understand I won't get selected directly but I am hoping to at least get nominated by Ontario as there min requirement is 400.

Below is my profile:
Primary applicant - Married, early 30's
My 2nd attempt IELTS score: L - 6.5, R - 8, W - 7, S - 7.5 and Overall - 7.5
Bachelors Degree from Mumbai University
Masters Degree from USA
USA experience - 7yrs (Manufacturing)

Secondary applicant - Late 20's
Spouse's IELTS score: L - 6.5, R - 6.5, W, 6.5, S - 6.5
Spouse's education - 3 year bachelors degree from Mumbai University

With the above info, CRS tool calculates 390 so I know I won't be selected directly but Ontario nominates for 400 and I am just falling 10 short. Please let me know your experience if we have any chance.

You should assume that 400 is currently the MINIMUM score required, and therefore you do not qualify.
