It's for people in licensed professions - lawyers, doctors, hairdressers, etc.

I have 3 certificates for EARLY CHILDHOOD EDUCATOR in Alberta, BC and Newfoundland...is it considered as certificate of qualification??

Yes it would apply to cec applicants example electrician you need certification of qualification to work in that trade as its regulated in most provinces
