CRS Score totally different after submitting EOI

I'm reviewing my EOI for CEC, because the ranking I got is far below the CRS calculator on the IRCC site, as well as several other calculators. In fact, I'm shocked at the difference. On the IRCC site / calculators listing my Canadian work experience as 1 year, I've gotten scores ranging from 456-469. After completing my profile with further details of 140 weeks / 20 per week, I was given a ranking of 381. That seems crazy.

When compared with the IRCC all the subtotals add to the same number. BUT at the bottom on the IRCC calculator, I'm awarded 50= job offer, 30=study in Canada, for an extra 80 points. Nowhere on my actual EOI breakdown am I added this. Anyone experienced something similar to this? I'm baffled.

Job Offer........
Pre-Assessed..
Regarding your valid job offer: what kind of work permit do you have?
Regarding your Canadian studies: what were your answers for these questions:

1 -Was this degree, diploma or certificate:
from a public post-secondary school, such as a college, trade/technical school, university or CEGEP (in Quebec)
from a private post-secondary school that operates under the same rules as public schools
a diplôme d'études professionnelles (DEP) or an attestation de spécialisation professionnelle (ASP) earned through a qualifying study program of at least 900 hours from a private school in Quebec, or
a Bachelor's, Master's or Doctorate degree from a Canadian private school that can legally award degrees under provincial law. (The student must have been enrolled in a study program that led to a degree as set out by the province.)
Help

2 - Was more than half the study program English or French as a second language courses?

3 - Did XXX study in Canada based on an award that required them to go back to their home country to apply their knowledge and skills? This includes some awards from Global Affairs Canada.

yeah, that's what is strange.
graduated with a Bachelor's from a Canadian University. Here on a PGWP, with the same employer for almost 3 years since graduation. Even went back to review my EOI, and re-enter any info. 381 CRS. No mention of points for Canadian Experience, even though I'm told I'm eligible for CEC application.
Not sure if it's a technical glitch, or what but I guess I get to call IRCC, oh joy...

Your answers are correct in order to get points for your Canadian education.

BUT you are working on a PGWP so you are not entitled to get those 50 points for arranged employment. That is, unless your employer decides to go for LMIA.

Hmm. On the IRCC calculator site, I specifically noted there was no LMIA; and from my research, my job is exempt, as it pertains to the cultural field (I'm an associate director / curator for an art gallery / public institution, as well as an exhibiting artist). With an application, all of this would be supported in documents, as well.
The whole system of EOI is frustrating; I've spent almost 10 years off and on, educating myself in the Canadian system and contributing my employment, time and energy. Seems pretty integrated and evident of my ability to support myself, as well as contribute to Canadian heritage.

It is indeed LMIA exempt but it is not employer specific (closed work permit). You cannot qualify for arranged employment with an open work permit.

But how does that accommodate a PGWP? They are specifically open permits, so that doesn't make sense to me that an offer by the sme employer for a renewal of the position I've been at for 3 years doesn't qualify. This is mind boggling.

It is what it is, I didn't make the rules.

Seems weird to me. I went over all this with a consultant before, we did all the math, etc. And still doesn't make sense that I'm not getting points for my Canadian education. This whole process could use more human eyes, really. I've done other immigration applications before, which were streamlined to be much less complicated. Thanks for your responses, I'll be calling IRCC tomorrow.

This is where I was staking my appeal, but not sure how to go about doin so, especially for the next draw:

"For example, an LMIA exempt work permit may qualify you for additional points for a job offer under express entry if your work permit is:
exempt for “Canadian interests” reasons:
  • “significant benefit”– if your employer can prove that you will bring an important social, cultural, and/or economic benefit to Canada. This can include:
    • general: Self-employed engineers, technical workers, creative and performing artists, etc.
    • workers transferred within a company (intra-company transferees with specialized knowledge) – only those that will benefit Canada with their skills and experience
    • workers under Mobilité francophone"
I am a working artist, and associate director for a publicly funded institution with a mandate dedicated to working with emerging Canadian artists. I can back that up with a letter of support from the Director and Board, but with an appeals process will run out of time on my PGWP before any later March draws. I'm imagining there is a possibility to apply with my organization for an LMIA exempt work permit, for after my PGWP expires, but not sure if that is actually even possible.

As already stated you cannot qualify for those points with your current work permit. Look for other ways to improve your CRS.
