CRS Score question, a middleground between CLB9 & CLB10?

Dear friends,

With the blessing of GOD, yesterday my wife scored an amazing IELTS score. Listening 8.5, Reading 9, Speaking 7.5 & Writing 7.
The question is is it CLB9? or CLB 10? or something it between.

It appears that it is something in between. To our surprise, this score gives us a much better score of 479, than what we expected for CLB9(L8,R7,W7,S7) which was 470.
With CLB 10, out score becomes 482.

So is this correct?

It says her CLB is 9.
So CLB 9 can be anything between 8,7,7,7 & standard CLB 10?
Because we get 470 CRS scores for 8,7,7,7, and 470 CRS score 8.5,9,7.5.7, both of which is CLB 9.
