I thought the same but someone corrected me. Provincial ITAs are not nominations - this is the first step through which a province will invite candidates (~650 in this case) to apply, afterwards these candidates will submit the documents to the provincial program (BC here). Province processes that application and issues nomination after analyzing/processing.
