So, what should we do with low crc scores?Will there be no way for new potential immigrants to migrate.? Like PNP?
Everyone has different profiles so depends on your age (over 30 lose points), education (add to?), language (improve English or learn French). Certain provinces want specific Tech NOCs. You still need to meet requirements and scores are high right now.
 
I'm a Software Engineer with 2 years of experience and my age is 24 years and I'm preparing for IELTS hardly. I have 4-years of bachelor's degree with 1-year Postgraduate diploma which immigration option will be best for me?

First of all, go on https://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
answer accordingly, and for the IELTS english exam, you can put a minimum score you think you would get.

Then, what is your score?

In the meantime,
1. keep studying hard for your IELTS,
2. keep showing up to work to get more work experience
3. you could get extra points if you have siblings/ family member in Canada

The first option is Express entry,
The other immigration option would be provincial nomination (but some province pick you from the Express entry pool).
