Technicaly yes, but with current points requirements in order to get ITA, you will be most likely never invited to send your file.
 
I have clicked on the eligibility and entered all the details which i have been asked for. It say that you are eligible for express entry .
Then i have created my profile and entered everything in detail along with spouse details and submitted my profile. After few seconds message appeared that your profie is ineligible ... I am unable to undesrstand this moderator....
 
The fact that you have a CRS computed in Express Entry means that you are eligible. It's just a matter of 'will the scores be enough to get invited', to which the answer is no. You'll need provincial nomination or a job offer to get a decent chance of getting in.

It depends, if the express entry reforms, (say 2 of them) are in your favour, you might get bonus points to get picked up.
 
A total score of 323 is VERY far off from the lowest cutoff score of 450. You need 50% more points to even think about getting ITA.
 
323 is too too low. In my opinion you need to do something which helps you increase your score to at least 450. These days the score has been close to 500.
 
Try for PNP. Thats the only way to get into ITA.
