Sorry don’t think 2171 requires a NOC but you need a high SINP score. You can check draws with scores and NOCs on the SINP website.

sure I will check on SINP website.

- Any immigration consultant can submit our profile under SINP program OR immigration consultant has to be licensed with Canada authority? please advice here as well.

Why do you need a consultant. So you are eligible for EE with 67 points? Asking because your CRS score is low. For SINP, if you are eligible you can apply through EE.
