I dont know if its accurate, but it seems like ITAs get issued in the same order as the ranking. @alice17 had a higher CRS score than the cut off.

Oh it is nothing but a speculation. Just sharing my thoughts based on what I've seen so far. I noticed that during my draw too when people were posting that they received an email, people higher than my CRS had got it before me and the ones lower than me started posting after I got the notification.
