The main Ontario streams are closed but French stream and Corporate stream are still opened. For the streams that go through EE, Ontario itself sends out invitations to apply - PT NOI.

There are another 6 provinces (BC, AL, SK, MA, NB, NS) that do not require job offer (they have streams without job offer), but they require other conditions (specific previous job specialisation or ties to the province or meeting them in person....)
Yes I checked the others, they need either skilled tradesperson or connection to the province.

If I am not mistaken, you can send the notification of interest to PEI yourself. Check one of the sticky threads on this forum.

1. Nova Scotia and Saskatchewan have their on demand job list (not just skilled tradesperson)
2. Manitoba requires connections to the province, there is at very least city Morden that is attracting immigrants for exploratory visits and interviews. If all goes well there, this city will provide the missing connections.
3. New Brunswick does require either connections to the province or meeting one of their representative personaly on the session and being recommended to put down application.
4. British Colombia has Master graduates stream for fresh school graduates.
5. Alberta has also its on demand list. On the top Alberta is also attracting experienced farmers.
6. Ontario French stream is still opened and no job offer is needed there.

All these do not require job offer or skilled trades.

Even they seem to have targeted occupation list.

Unfortunately I feel I will have to wait ONIP to come through or a job offer because HR is not on demand list till of course I change my work to something else.

Advice to the on demand list. Recheck your responsibilities. Sometimes you can put yourself into more than one occupation and the other one can be on the list.
For SK you also need your education related to your profession. They have 2 main streams - one with EE and one without it. They do open from time to time and they are so in demand that they get like 300 applicants within like 8 hours, so you need to have really everything ready
You do not need neither medicals nor police certificates for PNP programms. You can leave that to the last part - federal (medical is rather easy to get, for police certificates go only after those from other countries if you have lived in those more than 6 month in total after being 18).

One important thing, also Morden has its list you can still apply sending out EOI and saying how you love it and see yourself in their society. Same goes for PEI province.

What you need to have ready is following:
ECA of your education - less than 5 years old
IELTS and / or TEF Canada - less than 2 years old
Reference letters from previous and current employers
Birth certificate and Marriage certificate if applicable
Proof of funds.

To prepare application for any province is lot of paperwork (and for those of us who live in non English and non French country lot of fun with translators).
