You're confusing two things:

1 - For eligibility purposes under the CEC program you need a year of skilled work experience in the past 3 years.
2 - For CRS purposes you can claim points for any skilled experience of the past 10 years.

I will explain my scenario, what made me to compare these two links
My canadian experience is from sep 2013 to mar15. Since my divorce case a final hearing is on mar 18. Exact end of 3 years . So i need to start my PR process at that point of time.

So As per CEC norms, i am not falling under "you need a year of skilled work experience in the past 3 years." category.
Therefore i cant apply under canadian experience class as per the description

But i have some canadian work experience over previous years

Clarification
1. Will canadian work experience will be considered in Federal worker skilled entry? or where it will be considered ? Any thoughts

2. n which category i need to apply "Canadian experience class" or "Federal skilled worker" or ...?

Any suggestion or solution will be useful for others as well if they are on the same page as me

point 12 - simply say proof "letters of reference" for past 10 years

The check list did not mention proof of employment in canada , like T4, paystubs, offer letter for canada etc

how CIC will consider the international work experience in fedral skilled worker program

2 - The reference letter is the only mandatory document required to prove your work experience whether it is Canadian or foreign but it is recommended to provide T4 and paystubs if you have them.

If you're looking for a PDF file like the one you posted you simply won't find it as it was used for paper based applications before the implementation of Express Entry back in 2015.

For the FSW program ANY skilled work experience whether it is foreign or Canadian within the past 10 years can be counted. If you're looking for a link that describes word for word that Canadian work experience of over three years is valid then you can look for it but I don't even know if it exists.

There is a difference between Program requirements (e.g. FSW requirements), and CRS scores (CRS = Comprehensive Ranking System, which determines who receives an invitation to apply).

Canadian experience is not used in determining FSW eligibility. But, regardless of which program (FSW, CEC, FST), every EE applicant receives a CRS score using the same point system, and you can receive points for foreign or Canadian work experience within the past 10 years in the CRS -
