CRS – Skill transferability factors Query

Guys...

Can somebody explain the logic for the below point..

"Points for CLB 7 or more on all first official language abilities, one or more under 9"
"Points for CLB 9 or more on all four first official language abilities"

Second point is clear that we must get CLB 9 or above on all 4 abilities.
What about the first point?? Specially, "one or more under 9" part..

If your score CLB 7 or more, but in one of the language abilities your score is under CLB 9, refer point 1.

Lets say .. if its 7,9,9,9...

Does it meet point 1 ??
