Criminality passed, Security not started

Just got call for biometrics May 11 AOR & Oct 22 Bio metrics - Whitby location.

FYI, I got my PPR

Just trying to get some information though mine is a *SOWP* during Covid times.
What is the timeliness between Criminality passed (Security not started, Eligibility not started) and PPR ?
Just confused, do they even proceed with Criminality check before Eligibility check?

Can anybody help me clearing my doubts..
I m Outland applicant and applied for PR on 19th March 2019 from Dubai but came to canada on July 2019.
BC started in Jan 2020
My eligibility is passed
Criminality passed
Medical passed
Security not started
Can anyone tell how much time it's going to take on current situation...
It's already been 12 months in BC stage...
