Criminality passed ? But eligibility in process?

I ordered gcms kind of hard to read them .

But one section says criminality passed eligibility not started.

I am a little confused ?

Is it criminality then eligibility then request for passport?

My app is in vo office. Medical passed, same with sa, biometrics,aor.

Different things. Eligibility is if your spouse is genuine, criminality is if they are criminal.
