Criminal record check - In Canada or Home country or both?

I am sponsoring my wife to get her permanent residence in Canada and am curious, does she need to submit a criminal record for both Canada and her home country (Japan)?

According to the inland PR app instruction guide (http://www.cic.gc.ca/english/information/applications/guides/5289ETOC.asp#police_cert): "These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18."

She does not need to submit one for Canada - CIC does their own. If you have it already, it won't hurt to include it.
