You can get it ahead and save it for when they request you..it can be done at any RCMP accredited agencies..google it you can find many in toronto but read reviews before booking appointment to know if there is any delay in processing..usually you will recieve in 2 weeks if there is minimal delay in courier..

Buddy RCMP is not mandatory like PCC in some cases they may ask for it if they need after you submit the PR apllication post ITA..if you feel like 65 bucks is not yours you can get it ahead..incase if they ask you and you try to get then and it got delayed due to courier service your file will be on HOLD until they recieve it(only when requested).My frnd faced same situation that his PR got delayed almost 2months..So its upto you whether getting it ahead or not.RCMP is NOT MANDATORY DOCUMENT TO UPLOAD ALONG WITH PCC WHILE SUBMITTING PR APPLICATION ONLY NEEDED WHEN THE IRCC REQUESTED FOR ONE...CHOICE IS YOURS..hope this clears your doubt..
