Credit Transfer procedure from Usa to Canada.. Need informations

Dear members,

My brother is studying Masters of Public Administration in California state university Northridge in Usa. He is from Bangladesh. Now he wanted to transfer his credits to University of Regina, Canada. He is in first semester and on behalf of him please let me know the actual procedure. I will be very kind if you can provide the appropriate guideline for this.
