How would I know that PER is generated.What is the likelihood that after credit card being charged PER is generated.

You will receive a mail from CIC stating your positive determination.
As your CC charged means your application is correctly filled and most likely you will get PER.
Wait for a month aprox.

First of all you enjoy your day as u received positive status for your application.
Now cic will send your application to your respective visa office, ndvo in your case I believe if you applied from India.
Now your wait begins for medical.
It will take atleast 2 months, so back relax and wait for medical.
Meanwhile keep tracking your application status on cic online application status using your uci number which u got in your per mail.
