Credit card or debit card?

On the CIC website, on the Apply for a work permit page(sorry, I can't post the link)

under

1. Determine if you will apply online or on paper

it says:

Apply online

You must have:
•access to a scanner or camera to make electronic copies of your documents to upload, and
•a valid credit card to pay with.

Determine your eligibility and documents required to apply online.

Can somebody use a valid DEBIT card, like Visa, to pay? And if a debit card can be used to apply for a work permit, can it be used to pay for other CIC applications?

I know that sometimes when doing things like ordering online, a credit card or debit card can be used. Can this be done for CIC applilcations?

1. If you read the full statement you can only use a Canadian debit card.

To pay your fees online you will need:

PDF Reader software
a printer
a Visa®, MasterCard® or American Express® credit card or
a debit card issued from a Canadian Financial Institution such as BMO, TD, Scotia Bank or RBC.

If you go to the Pay your fees section under My immigration or citizenship application, it says

Where are you paying from?(Choose from the menu)

and

What are you paying a fee for?(Also choose from the menu)

If you choose United States of America for location and Work permit(including extensions) for What are you paying a fee for? it gives three options,
Apply and pay online
Apply on paper and pay online
and
Apply on paper and pay as per instructions below

Under Apply and pay online, it says that you need one of these three cards(it does not say credit or debit card):
Visa®,
MasterCard®,
American Express®

Under apply on paper and pay online it says the same three cards but it says credit cards.

I'm just trying to figure out whether somebody could use a debit card to pay any CIC fees online(not just for a work permit). With other(non-CIC) payments, sometimes it just says pay with a card, and it doesn't say debit card or credit card. And sometimes places do take debit cards.
