credential evaluation for applying as a federal skilled worker!

Hi guys!
my cousin wants to apply as a fswc next year when it reopens! now, can he get his credentials evaluated right now, so he could apply quickly when it reopens! For example, ICAS website says their credential evaluation are accepted for immigration purposes!

will cic accept their evaluation OR should he wait for any update by cic regarding this matter??
