CRB question need help

Hi everyone!

Hopefully someone has an experience with this question.
I want to help my mother to apply for CRB (https://www.canada.ca/en/revenue-agency/services/benefits/recovery-benefit.html)

in 2020 she just got her PR and she got a few selfemployed/freelance work. There was no contracts, just invoices paid. She got around 10k in 2020 in total.
This year she had no luck yet. Her field is economics/marketing.
So by all requirements for CRB she is passing. The only thing we cannot prove she didn't get any jobs this year because of COVID.
What do you guys can advice? Should we have any proof of COVID influence to her work? Or how we can get this proof?

Has she tried to find other employment other than her freelance work? Can she show that her lack of work was related to covid? As a new self-employed person it is fairly typical to not get consistent work.

She went for various interviews, but no luck. We can show that she was looking for job constantly

How will she show that her lack of contract jobs is related to covid and not just part of starting a new consulting company in a new country. Has she applied to jobs in fields other than her own? New PRs have to show POF (hopefully more) knowing that it can take a long time to find permanent employment after arriving in Canada.

Well that's the question. How can she prove she lost contracts because of covid? Should there be a hard proof for that? Of course covid affected - less businesess, less clients, less jobs overall.

In her case she didn't have an established business to prove that she lost business due to covid. As a new business and new PR most people aren't self-employed because they don't have the contacts or reputation in Canada to be able to have a consistent source of income. The lack of clients could also be explained by being a new business and not having built up business contacts and clients which can takes years/decades if you work in consulting. Most applying for CRB have had to shut down or limit services due to public health rules. Those who are self-employed and do consulting usually have clear trends to show that their business has been significantly impacted compared to many other years since they have proof of yearly and monthly income since most business do have variability in their incomes depending on time of year and some have stronger years than others. In the case of new PRs you are expected to have POF (and hopefully more) because it can take a long time to find employment in Canada. Depending on your mother's assets she may qualify for welfare as long as you didn't sponsor her.

Would add that you are expected to exhaust your own savings before depending on the government for welfare and as a single adult welfare is pretty minimal.
