He doesn't mind that and he did specify to the agent that he doesn't want to be getting anything that he isnt Eligible for.
He is just worried it might lead to him being charged and prosecuted that's his main concern
 
He should be pre prepared to payback the funds.

IMO there's no chance he's going to get charged or prosecuted.

But if he's really losing that much sleep over this, then repay the funds to CRA and problem solved.

What's your insight if he claimed CRB (3 periods) and was found ineligible later on by CRA. However, the agent heard his situation and filed the first application for him.
Do you think the CRA will charge him with fraud or criminal charges? Or that is reserved for people using multiple SINs, fake names etc.

If the person was working they’d have to see if they were ineligible FIRST for EI, then if they are ineligible they look into CRB. CRB is for individuals not eligible for EI, ended EI and or are self employed. For reduced hours, they MUST go thru EI first. The Government introduced a lower numbers hours you require to be eligible for EI. The EI would of been a top up from his reduced hours . He would of had to attest not being eligible for EI.
Regardless if the agent filed or not for them, they are responsible

People will only be charged if they applied when there was no chance they would qualify. Would expect organized fraud will be the only possible people charged and even they may not get charged since many may not be in Canada. He should make sure he has the funds available to pay pack if it is determined he doesn’t qualify,

Yes he is aware of that and will make sure funds are available
The no chance I would say being employed full time or earning 100k a year and still claiming crb right?

Of course what I meant is what are the examples of people who have np chance of qualifying
