As soon as you get your COPR you can head into the nearest Service Canada office and get your permanent SI number. You'll have to give the new number to your employer, and your current work permit is not needed. I am assuming you would need your PR card on your return to Canada if you are travelling on a passport that requires a visa to enter Canada.
Yes you can travel without the PR card if you are visa-exempt, bring the COPR though as it will probably help at the border.
