I think that the date next to
we started processing your application on XXX XX is around the time when they opened the application to determine SA (or around then). I think IP literally means, "This application has been opened and will be In Progress for several months until it's Closed. We're workin' on it."
I think
the day that Application Received changes to IP is likely the CIC physically pulling the application out of the giant stack and looking at it (after it arriving in the secondary VO).
It's the best explanation as to why the date ecas says they began working on an application is so far apart from the day ecas changes to show IP, and why the
we started processing is around SA/transfer to VO dates.
Nearly all those who've posted details on the day ECAS showed IP and the day the CIC claims to have started processing an application follow the same trend.
It's when someone goes from
Application Received to In Progress without a month or two between the status change and the date of SA/file transfer that I think it's
not really IP and an error on the CIC's part. (Or someone who won the CIC lottery for having a lightning fast processing time.)
e.g.
I received SA July 7th. The date my file technically goes IP because now they're inputting my information to create a case file.
My ECAS changed from Application Received to In Progress on October 9th. The date they likely took it from a pile of applications and looked at it to begin the process of deciding whether or not I get PR.
When I click on the details of IP, ECAS reads,
"We've began processing your application on July 6th." A day close to my SA date, when they technically did begin processing it to determine if I paid my fees, SA Eligibility, where it will be transferred, etc.
My case notes, pulled August 8th, show "Application is In Progress. Eligibility: Not Started. Criminality: Not Started. Security: Not Started. Medical: Passed."
I ordered my notes this week. I bet you that when I get them in a few weeks, my application will
still say "In Progress," but my Eligibility, Criminality, etc. will say either "Started" or "Passed." That's how I'll know if my application is "In Progress" for
PR eligibility or still showing IP when they were looking for
SA eligibility.
So,
tl;dr: The day ecas says they began processing it, I think, is when they truly did begin working on your file as a whole.
The day ecas changes to IP (that is usually months after SA and the day the CIC says they started processing the application) is the day they actually plop the application on their desk to assess PR eligibility.
'Tis my theory. Since the CIC doesn't give us any indicators, I'm left to my own to guess what they're doing besides twiddling their thumbs.
