I spoke to someone from the call centre and they mentioned that it IS possible that a VO will ask for both the FBI certificate AND police certificate of the state she resides in. I did check the website again and did see:Kiri said:Perhaps it has expired and they need a new one. Sometimes if they expire they don't request a new one, sometimes they do.
The police certificate counts IF she has lived anywhere else.. it's just formality they have to say.

So it is possible they are doing an extra check on my wife. Why, I do not know - she has a completely clean record, no history of trouble.
Only the VO knows. We did e-mail them for more details. Hopefully they will reply soon.
