I emailed CPC-Ottawa regarding this on Sunday and about and hour ago they replied indicating they returned my passport today. The tracker hasn't yet been activated, but they also said allow for a delay of "at least" (dunno why) 2 business days.

Thanks for sharing the needful information, hope by Friday we will be able to receive our passports back.

I emailed them today ... let's see if emailing speeds up the process

Did you use webform or directly sent an email to CPC ottawa? what is their email address?

Do we get an email when myCIC account changes to Approved meaning PRV and COPR are issued?

Really, that means we can do flagpoling now? Correct me if I am wrong.
That would be my guess, but don't quote me for it...
I'm going to call CBSA before heading to the border after getting back my CoPR if this is not clarified by then.

I guess this exemption is for those who got their PPR and COPR approval on or before 18 March.

Okay sure, even after receiving it I ll call them too. Let's keep posted each other if flagpoling thing works.

I got approved on Mar 13 so my interpretation is that I'm covered (wishful thinking?)
Even if this is doable, not sure if this would trigger a mandatory 14-day quarantine and if it's worth it though...
