Agree with you. I prefer to stay as I don't think it is easy to find a job now and be locked in a hotel. The purpose of the travel isn't achievable in our case

I am is same situation. My parents have got COPR valid untill end of April. They want to travel from Delhi to Toronto. But so many factors involved - flights will be working or not since right now they are not. will it be safe for them to travel looking at the health risks involved while travelling and self isolation. So confused .. please suggest.
Just follow the process everyone else is following and raise a web form to record the fact they will have issues travelling. There is no guarantee any airline will be flying anything but freight for next couple months. Just yesterday Emirates suspended ALL passenger services from MArch 25 until further notice so if Emirates are going to do that others will likely follow
Obviously your parents health is important so to be honest they may be better staying put for now but decision is yours if flights are available and you are comfortable with any process to ensure no issue with COPR expiry., yours and their decision.

IRCC can be really frustrating at times and in this case they changed the immediate family definition from the long established definition of spouse and dependant children

So now it is a 2 week ban, shows how things keep moving nothing about any exceptions now with latest official post versus press reports from before.

Maybe behind the scenes exceptions as reported in press but not Emirates site are as follows but maybe safe to assume repatriation flights only so essential travel but thats speculation only so anyone thinking of travelling contact the airline

I have received below reply from IRCC after i submitted a message through Web form:

We have received your enquiry regarding travel to Canada within the validity date of your confirmation of permanent residence document (COPR) and visa (if required).
Please note that travel restrictions have been implemented to protect Canada from the outbreak of COVID-19. Only Canadian citizens, and permanent residents, as well as some foreign nationals travelling from the United States (US) who have been in the US for at least 14 days and are asymptomatic, will be able to enter Canada by air. There are, however, some exemptions to these restrictions.
Included in the exemptions under the Interim Order to Prevent Certain Persons from Boarding Flights to Canada due to COVID-19 are:
· immediate family members of Canadian citizens
· immediate family members of Canadian permanent residents
In the Interim Order, immediate family member, in respect of a person, means
· the spouse or common-law partner of the person
· a dependent child of the person or of the person’s spouse or common-law partner
· a dependent child of a dependent child referred to in paragraph (b)
· the parent or step-parent of the person or of the person’s spouse or common-law partner
· the guardian or tutor of the person
Travellers are expected to demonstrate to airlines at the point of boarding that they are exempt under this provision by presenting documentation to establish their family member’s Canadian citizenship or permanent resident status and their relationship to that family member. Recommended documentation for travel is listed below.
Documentation showing travelers immediate family member’s Canadian citizenship or permanent resident status, such as a
· Canadian passport
· Canadian permanent resident card
Documentation showing their relationship to that family member, such as
· a marriage or common-law status certificate
· a birth certificate
Regular travel document requirements (passports, visas / eTAs) for air travel and entry to Canada continue to apply.
Note: the announced travel exemption for foreign nationals who were approved for permanent residence before March 16, 2020, is not yet in effect. As such, persons who do not otherwise fall under an exemption (for example, as immediate family members of a Canadian citizen or permanent resident) should not seek to travel to Canada yet. I don’t understand if i am permanent residence here in canada why they are not allowing my wife who us having copr over here?
I believe it is a standard reply to everyone who created and send a web form. My COPR will expire on 05/05/2020
I have filled the webform but haven't yet received a reply. Hopefully they reply soon.
They have received tens of thousands of web forms. It will take a while to respond.
The employees that process claims, answer web forms probably work in cubicles that afford less then the minimum of space between individuals, hence there could be the possibly that the IRCC is not working with the full compliment of staff
