Cover Letter + SOP, combined

For applying for a study permit, is it OK to combine cover letter and SOP...

Like below:

First page;
First para - intro - I am applying for SP to
Second para - Details of funds
Third para - My current employment
Fourth para - Why master's now and Future plans (as everybody says, returning to India after the course)

Second page - list of documents enclosed

Is something wrong in that....

I did the same thing, combining cover letter and SOP...
Many students do this... more chances of Visa officer reading this...
But more chances of Visa success, I don't know...
