Hello,

My cousin and i are trying to figure something out but with all the formalities on CIC website it's really getting confusing.

He wants to take a long extensive holiday from his work at his home country and come to Canada for a visit (with a visitor status). If he ends up liking it here and wanting to stay i have a potential job offer that requires his skill set and they are willing to process all the required paper work for a work permit with immigration.

This is where we are confused.

Can he apply for this job while IN Canada as a visitor?
 
Yes - he can apply for a work permit while in Canada as a visitor. Generally it's better to apply from your home country rather than from within Canada. Work permits are sometimes refused when CIC believes the individual does not have sufficiently strong ties to their home country. If your cousin is in Canada on a long visit - this could potentially be an issue in his work permit application.

Note that in order to apply for a work permit his employer will first need to obtain an approved LMIA. If you're not familiar with this process, I would research it so that you understand what's involved from the employer's perspecitve.
