I have applied for study permit at Canadian visa office in New Delhi on 2nd December 2016 but still did not get my result of my application. My course begins by 3rd January and very much worried about not able to join the course on time. The GC account show application status as OPEN and Medical Results review Passed, Final Decision is NOT STARTED. I am going to study Msc Science program (Thesis Based) at McMaster University.

Does anyone have suggestion about what to do?

I applied on 1st dec online and status is same as u discussed but i got passport request on 22nd dec. Passport deposited to vfs jalandhar and they forwarded to new delhi.

I am in the same boat bro and trust me i am really frustrated and impatient cus may be our VO is damn slow.

Most government workers are on holiday, regardless the country where they physically work. Be prepared for having your visa late. You should contact your school. In most cases a few weeks delay is acceptable for them and probably you will be able to join to your course later.
