2. If the applicant has a pretty good score, maybe he/she gets ITA on the next Draw, would the previous refusal (based on insufficient documents) hinder his/her future application?

Provide EXACTLY what IRCC asks for in the PR application. If you they ask for visa stamps, provide those. If they ask for expired passports, provide those.
