Could not appear for an Interview. Can I apply again?

Hello Friends,

I applied for my Canadian Immigration years before, 9/11 happened and I abandoned the idea as USA embassy was not comfortable to give me the visa to go to Las Angeles for my interview.

Now after so many years have been gone, can I apply again or can revive my application?

I could get now only 59 points but as per my latest assessment, the website suggests that if I am economically sound, I may still get the Immigration.
How far that is true?
Scoring 8 extra points! From where would they come?
The Interviewer will give me or how will it work?

If you only score 59 points, then it is a refusal. AS a skilled worker funds, other than settlement, don't enter into the application.

Is there any other legal way to get the Immigration?
My profession is Skill “B’ level (Applied Chemical Technologist)
I am certified by CCTT Canada
Am I able to get a job offer from Canada, having this profession?
How a job offer could be secured?
I am ready to pay whatever it costs for a job offer
