1. I though it is supposed to work the other way around. I only get ITA if my crs core is equal or above the minimum score
2. Does it mean even my crs score is above the minimum score, is it 100% that the cic will approve my application in the next round of
express entry ?

2 You will get ITA but PR approval is based on the docs you submit

1) yes,you get ITA if CRSscore is equal or above the minimum score. But upto this point CIC has not verified anything and your score is awarded based on your declaration...which has to hold post ITA
2) it is 100% if you can prove (read it as provide supporting documentation ) about everything youhave said pre ITA. e.g. your evaluation for degrees should match what you specified for yourprofile, same thing for your work experience duration etc etc (then there are otherfactors that control decision like security/background, medical checks etc )
