Proof of fund is not enough. You need to show that you can support your sponsored spouse. I don't need a job in Canada to sponsor my spouse because I have other income...

Spousal sponsorships do not require settlement funds. However, you need to show you can meet basic needs. In practice, any job will qualify. Or you can add in a bank statement.

My question is: Can i apply for a visit visa while the sponsorship is going on.

You can, but chances it will be approved are very low as you would not be seen as a genuine visitor.
