If you registered an email address for communication, it would have gone there. If you appointed a representative, it would have gone there.
It it went to the applicant, it could have been:
* gone to the SPAM box, and then auto deleted
* mistake was made entering the email address into the system (not likely, but anything's possible)
* the sponsor actually got the email, but accidentally deleted it
There are 3 ways to learn what you missed:
* order GCMS notes, which will indicate the contents of that email communication
* ask your MP for help
* try to call CIC in Ottawa. The local visa offices do not have a way to navigate the automated responses to get to a live person, so if you want to talk to a live person, Ottawa is the only option. If you send emails to your local visa office, they get the emails and may take action, but there is no guarantee that they actually respond.
In addition, you can send something in Case Specific Inquiry about this, so you would at least let CIC know that you have not intentionally not send anything in. Usually request for additional information has a deadline of 30 days to respond. CIC will not reply immediately to Case Specific Inquiry, and says that responses usually take a month.
We actually got our email auto-deleted (we suspect that's the most likely situation). I only knew because I ordered GCMS notes to check on things. You were lucky eCas indicated this...ours did not even have this line. By the time I learned that CIC sent out request for additional information, it was almost 90 days. I responded to the request for info immediately (it was easy to supply the missing information in our case) via Case Specific Inquiry uploading, sent in the physical document by mail, and also asked my MP to help. What I did not want CIC to do was to close the application because we did not respond.
